The game was originally pitched to Nintendo as a tie-in to an in-production OVA based on the trilogy of sci-fi novels by Aya Nishitani, but they passed on it. Digital Devil Story: Megami Tensei (デジタルデビル物語: 女神転生) is the first game in a long series of games from Atlus. It was created as tie-in video game for the original video animation (OVA) based on the trilogy of science fiction novels by Aya Nishitani (西谷史).

Atlus licensed the rights to create a tie-in role-playing game similar to the extremely popular Wizardry series. The author of the novels had significant input into the project, helping lay out major plot point required by the license.

The game was set after the events of the first two novels in the trilogy. Lord Lucifer has taken Izanami hostage and creates a massive labyrinth. He raises Set and Loki from the dead to protect the maze. Akemi Nakajima and Yumiko Shirasagi enter the labyrinth to rescue Izanami. They use the Demon Summoning Program to communicate with demons and lure them to their cause.
